Scott Reese Published in IRMI’s Captive Insurance Company Reports

Echo Assurance founder and CEO Scott Reese authored “Underwriting Credibility Before Captive Insurance Formation in Senior Living and Long-Term Care,” published in the May 2026 issue of Captive Insurance Company Reports (CICR) by the International Risk Management Institute (IRMI).
The article tackles a problem that stalls captive formations across senior living: most operators have limited or nonstandard loss experience, making it difficult to project claims for a new captive. Regulators and fronting insurers require rigorous demonstration of risk transfer — evidence, not optimism.
Reese’s framework gives sponsors a practical path:
- The Evidence Stack Model — a five-level maturity scorecard across data integrity, leading indicators, governance, actuarial readiness, and claims controls.
- QAPI-to-underwriting flow — translating CMS quality data (QAPI programs, PBJ staffing hours, Five-Star ratings) into objective underwriting evidence.
- Loss-driver taxonomy — segmenting claims by category (falls, pressure injuries, improper care) rather than blending distinct loss processes.
- Retention stress-testing — modeling adverse multi-year loss scenarios against capital and premium contributions.
- Claims governance — a RACI decision-rights matrix clarifying who owns reserves, settlements, and escalation.
- Credibility-weighted loss picks — blending the sponsor’s own experience with industry benchmarks as data credibility grows.
IRMI’s editors have already invited Reese to contribute again.
